Ministry of Commerce will strengthen the management of import cars

"At present, we are actively studying the revised approach." Ministry of Commerce spokesman Shen Danyang said, "the Ministry of Commerce has noted in recent years, the unharmonious relationship between a number of automotive suppliers and brand dealers, and will revise and improve the Measures for the Implementation of Auto Brand Sales Management with the relevant departments ."

Recently, the media reported the problem of high price of imported cars, and disclosed its reasons . Shen Danyang pointed out that, in recent years, the contradictions and problems, such as mandatory dealer business model by automotive suppliers, charging shops-building margin, and forced sales with other products, have become increasingly prominent. As cars pouring into the home, automotive product complaints are on the rise.

It is learned that, the Measures for the Implementation of Auto Brand Sales Management that was launched jointly by Commerce, Development and Reform Commission and Administration for Industry and Commerce in 2005 has brought up the internationally suitable car brand authorized operating model, not only giving the car suppliers the rights of building network and authorized sales right, but also imposing the obligations of network maintenance, management, and training, especially on products quality. Shen Danyang said that the methods played a positive role in speeding up implementation of brand-building, improving marketing and service levels, and adapting to the policy of China's automobile distribution areas open to the public, and expanding the car consumption.

The Ministry of Commerce is currently actively studying amendments to the Measures in order to strengthen the management of automotive suppliers. How to amend? Shen Danyang said that, first of all to place priority on effectively safeguarding the legitimate rights and interests of consumers, refine the relevant provisions to further regulate business behaviors, and secondly, to restrict supplieri’s collecting margin of building shops so as to promote the establishment of a stable relationship between suppliers and distributors and to build a conservation-oriented automobile dealers network and to promote healthy development of auto brand sales.

As for the issue of automotive suppliers gaining market dominance, Shen Danyang pointed out, “ the Antimonopoly Act prohibits the agreement made by the supplier and the dealer which is meant to fix retail prices or limit the minimum retail price of the product. As a result, if the auto suppliers have done these violations, they will be punished according to the law. ”
